Jay-Z, Bill Gates, Taylor Swift and Charlie Sheen are among the celebrities on the list, which mostly includes entertainers and sports teams. The investigation was initiated after Sheen received a high-speed police escort in April, following a performance at D.C.'s DAR Constitution Hall. The honor -- only allowed for the president, vice-president or those who require "extra-ordinary protective measures," according to D.C. Police Chief Cathy Lanier -- prompted Sheen to tweet a photo of the police cars and 80mph speedometer with the message: "In car with Police escort in front and rear! Driving like someone's about to deliver a baby! Cop car lights (hash)Spinning!" His promoter later reimbursed the city for $445.68.
